I got the offer. I can't remember the last time I actually paid for an app or multimedia directly from Apple, so I may have been targeted to get me to invest more in the ecosystem.

Looks targeted. To get to the same place, follow these steps from iOS device:
1. Go to Settings > Your Name > iTunes & App Store.
2. Tap on your Apple ID email at the top, then tap View Apple ID in the menu that appears.
3. Tap on Add Funds to Apple ID on the next screen.
