Spec, performance, Integrated graphics and port wise this is better. However, the HP one is a 360 degree convertible and has touch screen. So, if you need those, this one doesn't have those features.

Get this Dell if you want to do any type of gaming since the Ryzen has the Vega GPU. It won't be great, but it'll be better than the HP w/ the Intel Graphics.

Get the HP if you don't plan on gaming at all and/or want a touch screen.

I'd probably go w/ the Dell since the performance difference would be minimal in all things other than gaming and I wouldn't mind not having the touch screen.

That is the Core i5 version with G1 Graphics which is essentially a UHD 620. The Processor performance may be a bit higher on that but the Graphics performance is way better on this one Also, overall, this is a better deal because 3000 series is the bottom of the line from Dell Inspiron series and the build quality, and thermal performance is generally very poor. As per various reviews on that series, the Processors on 3000 series, whether Intel or AMD, suffers from serous throttling and never reaches the full potential of the processor.
