I haven't been offered this the last 5 out of 6 times. I guess you need to buy less on ebay to qualify.

Some of my learnings from the last ~2 years:

1. Don't buy anything on ebay unless you absolutely need it right away. ebay bucks promotions or coupons seem to pop up every ~1-2 weeks varying from 5-15%. Even if you are under pressure to use your ebay bucks, wait a few weeks. I notice that recently, even during ebay buck redemption periods (like July and October), some deal will show up after the second week.

2. Open multiple (at least 2) accounts. This is allowed by ebay. All you need is another email address. I have 2 account that is linked to the same name, address, and paypal account. Make sure both are signed up for marketing emails from ebay. You'll get at least 2-3 every day, but its worth it...

3. Based on my experience living in SE michigan, seldomly sell used stuff, and buying mostly cheap stuff about once every 2-3 weeks on my main (10+ years) account, I get at least 75% of the promotions (as reported on SD) on both account. But I do notice some very special coupons like the $3 off $3, $5 off $5, and most recently, $10 off $50 using my AMEX with my seldom-used second account.
This is useful thanks. I should dig out that old ebay account I never used.

I never get any of these targeted promos but I did this time.

Sucks, I had $8 in ebay bucks, plus $5 voucher for missing a guaranteed delivery date. Then I used it on an item that's defective. So I'm returning it and can't get my refund until they receive it. And the ebay bucks and voucher expire within 30 days!

With the newly imposed tax on bunch of states on 10/1/19, they need to offer more than 8% to get more buyers attentions. eBay is no longer a place to shop for lotta folks now... -_-

I did not get the email either...

Based on my experience, I usually get the notification email from ebay around 11am-3pm, Sometimes, I get the notification a day later. Sometimes, I don't get the email at all, but still find myself eligible. The only way to tell is to click the ACTIVATE link on the ebay page.

Luckily, I'm addicted to SD, so I'm reading the forum every morning and will catch it as early as 8am.

Agreed. Tax on eBay is now killing the deal more times than not. And for some reason I never qualify for these offers any more. I used be eligible for every one. Years ago eBay was a deal haven, but its gradually getting dropped from my shopping psyche.

I wonder if the only people that qualify for this high ebay bucks cashbacks are those that rarely shop on ebay. I been an ebay member for over a decade and have never gotten this offer.

I would have loved to double dip with my current bucks certificate but not eligible this go around. My guess is more targeted to those that don't have a balance. I typically get these offers 90% of the time on my account.
