I would consider China Mieville more of a dark fantasy author than horror, but he's written lots of books and comics and been pretty well known as an A-list fantasy/sci-fi writer for about 20 years. Paul Tremblay's won the Bram Stoker award twice and Robert Downey Jr is developing one of his books into a movie. No idea about Carmen Maria Machado. So I guess you're 2/3 old?
EDIT: I will add that looking at the full list, there are actually a lot of legit writers represented here. These freebie collections are usually full of self-published nobodies who may or may not be able to write, but I'm also seeing Chuck Wendig, Joe R. Lansdale, and Victor LaVelle listed as authors so this seems like the kind of short story collection somebody might actually pay money for.

Paul Tremblay is relatively new, as far as I know. I think he may have like 3 novels out? He's the author of The Cabin at the End of the World, which was a decent book, but the ending sucked. His Head Full of Ghosts novel is supposed to be much better, but I haven't read it yet.
