Has both Intel Iris Plus Graphics G7 (Ice Lake 64 EU) which is the highest end possible integrated graphics, as well as a MX230, a previous gen low power discrete nvidia graphics.

The MX230 is generally regarded as SLOWER than the G7.

Seems like a massive waste. Why does it have two graphics processors that are the same tier as each other?

Very very few applications can actually use two distinct graphics processors. You're just paying for weight and heat.

eli5: tl;dr:. this laptop is like a bicycle with one seat and 4 pedals. there's very few people with 4 feet that can fully use the bicycle, so you're paying for something useless and heavy.

Pairing that MX230 with Ice Lake defeats the whole purpose of using Ice Lake. Intel has made the 10th gen processors a confusing mess to figure out.

Decent theory but no data. Although different card, mx250 can vastly outperform G7. https://www.notebookcheck.net/Does-a-laptop-with-both-the-Core-i7-1065G7-Iris-Plus-and-GeForce-MX250-make-sense-for-gaming-We-give-our-early-thoughts.435679.0.html
