Sears has this Craftsman 450 piece mechanics tool kit on sale for $199.99 plus $100 back in points ($25 in points every two weeks over eight weeks) -

Craftsman 450 Piece Mechanics Tool Kit
[sears.com]

Use the Sears app on your smartphone for 10% off, bringing the price to $180 plus $100 back in points. Stacks with other coupons (thanks RiotPenguin).

There was a coupon in my account that gave me an additional $15 off. YMMV on the $15 coupon, but be sure to check the coupons in your account before ordering. There are definitely some $5 and $10 Sears coupon codes floating around the internet (i.e. - SEARS5OFF50).

Almost half of the 450 pieces are bits and Allen wrenches (215 total), but there are a lot of sockets and wrenches too (207 total). The case is plastic, but I think it's fine if you don't move it around too much. Here are the contents of the set from the Sears listing -

3 quick-release 45 tooth ratchets in 1/4", 3/8" and 1/2" drives
6 extension bars
191 sockets, 6-point, 8-point and 12-point, in both inch and metric sizes
16 combination wrenches
Magnetic handle for easy nut or bit installation
12 nut drivers
175 screwdriver bits
40 hex keys
6 adaptors
Includes a 3-drawer case

Here is a link to the contents of the kit with an exact description of each item -

Just FYI, on the big tool sale a month ago, to use the 100 back in points, it was given in $10 increments and you have 7 days to use it before it expired.

Check the fine print

FYI I've had this set since 2006 and it's still my primary tool set to this day. I do all my own vehicle, machinery and home maintenance and this set is invaluable to me. Countless turbo swaps, exhaust swaps, brake pads and rotors, intercoolers, suspension, etc on my vehicles as well as countless friend's vehicles. I've taken this set on side jobs countless times and it has never failed. I keep a bungee cord around it to prevent the drawers from sliding out while transporting.

Not saying this isn't a good set or a slick deal, but just FYI your set from 2006 would have been made in US, now they are from China. It will say on the packaging somewhere. I can't say personally if quality is better or worse, but there's plenty of comparison videos and reviews. I'm a fan of Craftsman sets and have plenty, but just be aware they recently started outsourcing.

Wow, 7 days? The string is getting shorter and shorter.

The worse I think the cash back get deducted if you use cashback to pay.

I believe it is only Lowes, Ace and Sears, now that Craftsman is owned by Stanley Black and Decker. Craftsman are actually made by a variety of manufacturers so you don't really know exactly where they come from but it will say the country on the retail packaging. They are made to the same specifications. Lowes may have a set from Taiwan while Sears could have the same set from China or US. All under the same warranty so you could take your USA ratchet to Ace and they'll replace it with whatever is on their shelf. It's become a very odd brand.

Yeah, check the fine print, that was a different deal.

This deal, as the OP said, is "$25 in points every two weeks over eight weeks" and each installment has a 14 day expiration.

And by the way $197.99 is the price that already includes 10% F&F, if you click "offer details" below the price you'll see "Family & Friends! Extra 10% off tools sold by Sears. Reflected in price shown." and the final invoice will have $22 "Additional Discount". But if you are lucky you can talk an agent into giving you additional $20 off ontop of this YMMW.

China has state of the art manufacturing districts that put anything we have or ever had in America to shame. A 2019 toolset from a reputable company made in China will be far higher quality than a toolset made in a 40 year old US plant. All steel is now universally graded, traded as a commodity and few tool manufacturers use their own "secret" alloys.

The only problem with a set like this is the case has no empty space for tools you will want to add later (and you will). It fits in that gray area between portable and garage-only sets. Garage only tools typically are kept in a larger tool box on top of rolling cabinet, both having room for expansion. That said, this is still a good value set, especially if you take advantage of the points.

If you have points to use, you better see if your store is on the newest closing list.

November 2019, Sears, Kmart to close one-third of remaining stores: 96 more locations to close [usatoday.com].

Mine is closing. I spent the last of my points over the summer and have been wary exactly because of this. There were some great deals to be had. Sad to see Sears/KMart shrink into oblivion.
