The 2700x at $30 more make more sense since it has the wraith prism cooler and two more cores

It's absolutely a better deal, but for a lot of users they won't see the benefit of the better processor so it's just spending an extra $30 for the sake of it. It's like people who put lift kits on a truck and only drive it on the highway. Do it if it makes you happy, but it's so unnecessary.

It's the same price at MicroCenter (in-store) and they're running some promotions with savings on motherboards that would make that the way to go if you're picking up a motherboard too.

Dammit I still stuck with Ryzen 3600 and Asus motherboard. I don't know how to update BIOS without old AMD cpu. I guess I have to find cheap CPU just to update bios...

For gamers specifically: I would have agreed with you in the past but nowadays a few AAA games seem to be cpu intensive rather than the GPU so more cores would be better for gaming.

If you can afford the $200, get the 3600.

Xbox game pass is great for playing Outer Worlds without having to shell out $60.

That's assuming the user is interested in a game that would actually benefit (I don't play any games that it would) and their system won't have another bottleneck. The 2600x will almost never be the bottleneck in gaming.

5-7% gain in stock performance and a slightly better stock cooler than what you get with a regular 2600 may be worth 17% more money to some but for me it is not
