Worth upgrade from 2017 iPad reg?
That's what I'm struggling with too. The Air A12 processor is faster than the A9 in the 2017. You also get 64gb vs 32gb if you bought the base 2017. The laminated display might be an improvement too. But to me, it's a maybe. The 2017 is still very good.

The laminated larger screen is a huge upgrade.

Maybe it is. I had the 10.5" Pro and wasn't impressed that it was that much better than the regular 9.7" retina. But I can see how it might be considered that way for many folks.

If someone in my family served and creates an account on AAFES, would I be allowed to shop if they share their login? Or does the Govt crackdown on if other family members use this service on behalf of their family member who served?

Buying for family members of the vet is fine. They are as much part of the vet commitment as the vet themselves. Don't worry about the govt checking anything in this regard.

If I remember correctly, I believe I read somewhere that they let a qualified member create another login for a family member with the same last name.
No they are not gonna crack down, if you can access a family member's login then that means that person gave you the permission to shop

Worst case is they will call to verify before releasing the order. Just tell them that you are a family member and authorized to purchase on behalf of the account owner. Or ask the account owner to call them back if they want to verify the purchase.
