For use on anything other than FRS frequencies, either an amateur radio license or a GMRS license ($70) is required.

There are many FRS radios available cheaper than this, they are usable right out of the box, and no programming is required.

Side note: These are not simple to program from the keyboard and programming is required to use them. It is well worth an additional $10 to buy the USB programming dongle and get the CHIRP software.

These are NOT type accepted for use on FRS or GMRS radio service. That's why it is not being sold as a FRS or GMRS radio. Amateur radio service does not require type acceptance if you are licensed and only operate them on amateur radio frequencies. Notice the description only mentions amateur use and does not mention FRS or GMRS.

If you're interested in a radio like this, I'd recommend going ahead and getting a license. The FCC Technician license is not difficult and most testing sessions are only $15. Then you're fully within the law.

Also to echo the above, programming one of these without using software (like most, I use CHIRP) is a tremendous pain. And don't do a factory reset when you mess up the programming from the keypad like I did on my first one (because it defaults back to Mandarin).
