I purchased this case back in July when Thermaltake offered a $30 rebate, and had no trouble with the rebate fulfillment. It does take 8-10 weeks as stated in the rebate terms, so keep that in mind. No problems with any of the 3 Thermaltake rebates I've submitted over the years.

Nice case BTW.

Any builders know of a clean case like this one with at least one glass side panel, but supports one optical drive bay and can hold a 280 or 360mm radiator?

Seems like most companies have moved on from optical drives, so all the cleanest cases with glass panels and radiator support are drive bay-less. Out of the cases I find that support an optical drive, the front of the case looks like someone designed it while driving off-road. Just ugly. There's no clean and simple cases that still support optical drives. I'm okay if they have a front door to access it.

Purchased another Thermaltake case this summer and received the rebate with no issues. Submission was done online and was simple.

Cougar MX330-G sort of fits the bill - not sure about the 280mm though

Is this case good for a ryzen 5 3600 build? How lout/quiet is it? Do you really need a 5.25 bay? What kind of fan is best for this?

Getting harder & harder to find cases with the 5.25" optical drive bay these days. It's a shitty trend and I don't like it. I built a new system a couple of years ago using the Corsair 760T. Fits all the criterias you're looking for. It's a full sized tower. If you don't like full-sized, here are some mid-sized towers that fits the bill:
