The maximum charge rate you will be able to deliver to a iPhone 7 is 12W with an iPad adapter and a regular lightning cable. Buying this cable will not increase that charging rate at all for a 7 because it does not support fast charging via USB-C. Support for USB-C is only on iPhone 8 / X and above. Don't waste money on this cable for an iPhone 7

It will fast charge if you use the iPad pro 18W head connector.

Way over price to be Apple certified. I got a similar one on ebay a couple months ago for less than 1/3 of this price and it works great.
It wasn't a 29W USBC cable.

Will this charge my iPhone XR faster on a USB-C port on my laptop vs a traditional USB port and standard lightning cable?

It will fast charge with any usb c 18w or higher charged. As long as 2017 or newer iPhone model (aka iPhone 8/x or newer). There are a lot cheaper options usb c 18w or higher than apple's. Google's 18w usb-c charger usually on sale for $15-18 is equivalent
