If you turn the unit off and then back on after the compressor has built up pressure on the high pressure side, the compressor cannot start against that pressure. It is designed to stay running against high pressure, but does not have enough power to start against it. Nearly every A/C works this way and they have built in delays to protect the compressor motor. The rare exception is A/C's in vehicles because they have the power of the engine to start operating, even against the high pressure.

Summary: Electric compressors are only designed to start when the high pressure side and the low pressure side are equal. This happens roughly 2 minutes after compressor disengagement.

Is this made by LG? Looks identical to an LG model I used a while back when my house AC went out. If so, it worked great while I had it.

Got one of these a little over 3 years ago. Works well for a small bedroom (with high ceilings) but doubtful it can get a much larger room cold (probably cool)

I have this A/C also. Love it, but it is quite large.

The weird thing is that when it's really humid outside, the A/C will blow humid air in the room unless the compressor is on. I've watched the humidity climb to nearly 65% sometimes, then it drops when the compressor kicks in with dry air. I'm not sure why that happens since the air being used to cool the room should also be recirculated from inside the room (so it should be dry). The outside air is only used to cool the unit, and then that hot air is expelled through the exhaust hose. While this specific issue isn't addressed in Whynter's FAQ section, they do say this: "If the outside temperature is much higher or more humid than the room, the intake hose can be covered with the included cover and it will function like a single hose unit." I'm not sure if they're saying humid outside air will lead to humid inside air, or if they're simply suggesting covering the intake to prevent humid air from getting inside the unit.

In any case, this bad boy does cool the room way better than my single hose unit, which does work but not very well. Neither is better than an efficient window unit, but it's way easier to set these up.

It is a large unit but it is considered like the best consumer level one out there.

Worked great for 600 Sq ft for me all summer long with many 90+ and some 100+ days. No issues at all. Never had to empty it either due to the second hose.
