Look closely at the reviews - a LOT of them are from people who received it for free. Also many reviews claiming the quality isn't the best, even from some of the people who got them for free.
Some people like ABS some don't, depends on preferences. I have their AERO set and it's amazing. The set has been through 15+ international trips with me and still looks good and functions perfectly. Sure there are going to be a few scratches here and there after some time since the finish is glossy but for me the bags have been very sturdy.
In for one of the Engagement 19" Carry-On Spinner! Thanks OP!
Delsey is a really great luggage brand! As with any brand, they have their entry level and higher tier products. Delsey does use ABS for some of their luggage, but they also have polycarbonate luggage too.
Earlier this year, I bought their 28" Chatelet (polycarbonate) for a 2wk trip abroad. It got a bit scuffed but if you're going to check a bag on a full international flight, you shouldn't expect your bag coming back in pristine condition. It's serving me well and I'm excited for this new one too!

Their $50 items don't seem to have built in locks, for better or worse. But in terms of usage, Delsey is a reputable brand. They're up there with Samsonite (though I would give the edge to samsonite tbh).
I own two of their pieces, one of them being the Helium Titanium International Carry-On, and they've performed great. I fly a lot for work (every week) and it's held up great (admittedly it's a slightly higher end model made of PCB, not ABS). I've also taken it on several international trips and it's still doing great.
My main complaints are that the comfort handle, while very comfortable and living up to its name, can be annoying if you're using a travel backpack or bag that slides over the handle. Also, it doesn't have a wheel lock, like Muji and other brands, which, on a spinner, can be a serious annoyance (when you're riding transit with your luggage, on a hill, etc.) Quality wise, I've had no complaints.

Yeah but ABS is proven to be worse, that's why all ABS bags are cheaper as the material is heavier and not as resistant to damage.
ABS is fine for a carry on that you only check in once in a while or if you rarely ever travel by plane, but polycarbonate bags will last longer in any case.

comparing ABS to polycarb is pointless without talking about poly grade, thickness, etc etc. And from personal experience, I've never had issues with any of my soft or hardside luggage when it comes to damage to the material it's always been zippers, wheels, etc,etc and I do about 20 international trips per year. Most people do closer to one and spending hundreds on something extremely resistant isnt really worth it.
