This comes with a 290 watt power supply, which limits how powerful of a video card you can use. I'm not familiar with how powerful of a video card you need, but you will want to make sure the card you want doesn't need more power than this can provide.
Lol was considering this before (prior to sale). I just picked up the Black Friday special Synology DS1019+. For someone who plans to use a NAS primarily for PLEX streaming and data backup, which system is best?

I think the Dell would be WAY more flexible than the DS1019+. Mine runs 24/7, very stable never needs a reboot. I run Plex on a different server, but the T30 handles my Blue Iris with no problems.
How is this server still a great deal 2 years later for the same price. The hardware is old, the CPU does not have HT, the x30 series is EOL this coming year?

First updated to latest BIOS (e.g. 1.0.15) via the Dell site.

Windows 10 Pro. I'm using the Sabrent Rocket 512GB Rocket NVMe M.2 2280. It was $50 when I got it, but seems higher when I look on Amazon now.
I can only speak for the CPU fan, but I cannot ever hear it spin up, from about 4 feet away.
