Yeah he's not the only one. My brand new r5 3600 had numerous issues. BSoDs, random Windows issues, and very slow POST. Returned my 5700 XT and popped in a 2070 Super and viola! no issues at all. Runs flawlessly. Even with updated chipset, BIOS, GPU, and Windows Updates, the 5700 XT was trash.
What motherboard?

Sounds like a lot of the complaining are of people who may not actually know what they're doing. Also seems to me that people are just taking what reviewers(mainly 2or3 youtubers) are saying and running away with it like their words are gold. Yes it is great that these reviews exist but they're not the end all be all. Dondre people are complaining about cards they don't even own. If I recall correctly, I believe the first review about this card on newegg went something like this...MSI cheapened out on the card, card runs hot do not buy it... and of course it was a non verified person.

I've seen a ton of positive reviews for 5700 xt as well as know people with them. If you have used 15 different cards and have issues, don't you think it might be something else you are doing wrong?
I've built more than 2000 computers in my life, I know pretty good what I am doing. All 15 cards passed 3DMark, but issues popped with real world gaming when customers got their machines. 3 out of 5 problems were fixed with fresh BIOS udpates, new driver that came out on 11/19 and some other tweaks. Two cards are plain bad, both were MSI blower style.

The cards started with a lot of issues, though normally one would just stop after like 3.

That said the Evoke is a terrible card, it has one of the worst thermals of any of the 5700 xt cards and it is really bad. The 3rd parties tried to skimp out on the coolers and it greatly backfired.

The only cards that are currently recommended are the PC red devil, Sapphire Pulse and Nitro, The XFX Thicc 3 (yes they needed 3 in a short time to make it passable) is new but seems to be ok? I think the Gigabyte gaming OC is ok but I haven't seen much on it.

The rest of the cards are pretty poor if not outright disastrous.
15 cards in 15 different builds, I was not replacing the same card in the same PC lo.
All 15 cards went through multiple Time Spy runs and had no issues. Out of these 15 builds 5 developed the same issue - black screens and freezes with restarts. Exactly the same, although motherboards were different, PSUs different, only the same R5 3600 CPU. 3 out of 5 fixed.
I have built 3 more systems since then with 5700 XT, with ASUS cards this time, all are working after all the BIOS updates, undervolting, fresh Radeon driver and what not. Now I am actually playing games on them before shipping, 3DMark does not catch all the problems.

If I'm gonna snag the 3600 is this worth an upgrade from a 1070?

I hate my 5700xt I have all the issues above and have not been able to get it stable. I pop back in my 1070 and my system runs flawless.
I've had my red dragon 5700xt and have not any deal-breaker type issues with it, EVEN ON LINUX (Linux mint)! I think the issue is with specific card models, particularly those from MSI and XFX.

IDK what you're doing but stop it. Dedicate that time to something else. You sound like an acquaintance I have that thinks they're a PC yet I can rarely play with him online because something is always wrong with his rig. Lol

From what I've seen the gigabyte gaming oc is up there with three pulse and red devil. The red dragon, which I have is not quite as good as those BUT is still good AND only dual slot width, not 2.5, 2.7 and all that craziness.

Comparison video. This one seems to run hot and loud.

And is that the revised card?

I don't think so.
