Yes - you are missing out on the wheels I guess -
Overall Dimensions (with wheels): 22 Width/Inches, 13 Depth/Inches, 31 Height/Inches
Case Dimensions (without wheels): 12.5 Depth/Inches, 20 Width/Inches, 28 Height/Inches

I've had airline (American) cover the zipper handle coming off. They gave me a letter to use at the luggage store they use. But you have to make the claim immediately after you land. Otherwise I think it would be very difficult to get justice.

American Airlines said to carry-on, dimensions should exceed 22" x 14" x 9". The dimensions listed on the luggage (20" bag) site ( JCP) are:

Overall Dimensions: 16 Width/Inches, 10 Depth/Inches, 23 Height/Inches
Case Dimensions: 9.5 Depth/Inches, 20 Height/Inches, 14 Width/Inches

The case dimensions for the 20 inch deal fit carry-on specifications; but the overall dimensions do not. American American description says it has to be overall dimensions including handle etc. Therefore, not even the 20 inch luggage fits the criteria for carry-on. So you would have to check it If the airlines nitpick.
