I3 Mobile, (which is an MVNO that operates on AT&T's network) is offering $65 unlimited data plans specifically for mobile hotspots. After 22GB AT&T has the ability to deprioritize your traffic, though I3 says normal speeds resume once the network is no longer congested.
This is the most affordable (legitimate) plan I've found.

Looking at the plans listed, couldn't you get the Unlimited & Mobile Hotspot- $59/month from this company, and then you could have both unlimited hotspot data, voice and text for $6 less a month?

I wasn't looking at the phone plans (I was only looking for data plans) but that's a great catch! I believe you're right!
(Update) I contacted the company and this is what they said:
"Sorry, for the $59 plan which has unlimited data, additional hotspot means as teathering. However $65 plan can be only used on hotspot devices. On the smartphone plan, there is a limit on teathering usage devices. However, if you choose the data only plan of $65 which can be used in hotspot devices, then you can connect to more devices / handsets"
I had the TMobile unlimited plus the $25 international plan which gave unlimited hot spotting data. I can tell you I averaged 80-100gb per month hotspotting (my work laptop, I work from home), and I was only deprioritized very occasionally during the morning rush hour. This was in Orange County NY.
On the other hand, when I had used my Verizon for hotspotting, as soon as I hit the limit I was throttled at 600kb/sec
