This isn't the game and DLC correct? Just the DLC?

Appears so. The features section says:
Quote :
  • Does not include the main Xenoblade Chronicles 2 game.
  • Retail version contains download code for Xenoblade Chronicles 2 Expansion Pass (not included in pre-owned). Expansion Pass only playable with Xenoblade Chronicles 2 game (sold separately).

The Gamestop listing is for the stand alone prequel: Torna and doesn't include the main story of Xenoblade Chronicles 2.

While Torna is a stand alone game (as in it's playable without the "base" Xenoblade Chronicles 2), it's is the exact game as buying the expansion pass for the base game.

See:

Quote :
The content included in the Xenoblade Chronicles 2 Expansion Pass is the same content that is included in Xenoblade Chronicles 2: Torna ~ The Golden Country.

There are two ways to get the full content:
Xenoblade Chronicles 2 + Expansion Pass (includes DLC Packs 1-4 and the Torna story)
Xenoblade Chronicles 2 + Xenoblade Chronicles 2: Torna (includes a download code for DLC Packs 1-4, playable in Xenoblade Chronicles 2 only)

Because the content in the Expansion Pass is the same content included in Xenoblade Chronicles 2: Torna ~ The Golden Country, there is no reason to purchase both items.

It's an expansion, but you don't need the base game to play it.

Nah, you can play the base game first.

I'd kill to be able to play this at 1080p or greater.
If only Nintendo ported more games to the PC.
Here's hoping for Stadia.

I just finished beating the main game at nearly 150 hours and about to start this one. You do get some bonus stuff for having both and even features like auto full auto battle.
