Newegg [newegg.com] has the G.SKILL 2x8GB DDR4 2666 MHz SODIMM Laptop RAM for $49.99 with free shipping. This is the lowest price per 2666MHz 8GB SODIMM that I've seen recently. It's also CL18 which is slightly lower than the usual CL19.
This is well rated in this review [tomshardware.com] at Tom's Hardware.

I ordered a set for my HP 14-dq1033cl with i5-1035G4 that I got at Costco.

Personally I wouldn't bother. After reading a lot of posts on the impact RAM on day to day usage, as long as you have 8G for Win10, this small difference is not noticeable. It may show up in benchmark.

I was debating the 2666MHz vs 2400MHz on my upgrade for X1 Extreme. Then a few members here recommend I should just go for Amazon for easy return and also with crucial for known compatibility.

See the linked review in the op. The base jedec does are 2666Mhz. So no xmp needed.

I am not too sure about it. I tried two 3200Mhz G.Skill memories on the hp14 laptop. Although the base Jedec has the 2666mhz table entry, the laptop still runs them at 2400MHz.

OK to just get one stick of 8gb to pair with an existing 8gb stick, or do they really need to be the same brand / model?

I just got my parents the Costco Dell i7 and it came with 8gb one stick DDR4 SODIMM 2666MHz want to upgrade to 16gb while the sticks are cheap (they will keep it a long time).

According to people reporting on reddit, it looks like it should work. The 7590 has issues with low latency RAM, so it wont work well with CAS 16

I received mine today. I have not installed it yet. The markings on the chips shows that they're Samsung c die 2666 MHz CL19 chips. So to get a CL18 module, G.SKILL must do additional testing and sorting of the chips they get.

Geez looking for a nice 8gb dual channel kit. 16 is waaaayyy overkill for my little i3 laptop but what the hell only 15 dollars more for this.

Screw G.Skill. This is the ONLY brand of RAM/DRAM/etc. that I've bought that were bad. Two completely different types...one was this set (RIPJAWS DDR4 SO-DIMM) and the other was TridentZ DDR4. Both computers would randomly crash, figured it was Windows. For once, it wasn't windows, it was bad RAM in BOTH cases.
