Is this IPS, and if not, how does it compare functionally in everyday use (in a simplistic version for someone who doesn't understand G-Sync/300Hz/1million contrast ratio etc.)?

Anything Under 5ms is probably "gaming" this day in age since consoles only run 60 hz. You expect every gaming panel to be IPS ?
