A lot of things operate in 2.4GHz. Why? Because that's one of the few unlicensed bands available for general-purpose stuff. Just because something uses that band doesn't mean it is anything remotely related to BT.

As code65536 stated just above, Bluetooth is a protocol, not just a frequency. This is not a Bluetooth mouse, nor does Amazon list it as one. If a site lists it as one, it is a typo. You might be confusing "Bluetrack" with "Bluetooth."

To the user, the difference is that this requires a small usb radio receiver to be plugged into the PC. A Bluetooth mouse can connect to a computer's bluetooth radio, which is usually built in, certainly on laptops.
