find a local rpg or game shop. they usually have pokemon tourneys set up once a week. Just go in with a deck(60 cards) and ask a kid there to play a few games with you. Also most pre built decks or trainer boxes should come with instructions.

Do they like any particular Pokemon the most? (Like Pikachu, Popplio etc). If you know, then buy the deck (60 cards) that has that Pokemon. If they don't play the card game but just like collecting cards, then buy any booster pack (no need for deck in that case).

No, they won't -- take it from a competitive Pokemon player. You're waiting for years for a minimal profit at best; it really depends on the cards in the set. Gone is the old school era where cards are worth hundreds of dollars if kept sealed.
Masterz13 is right. The competitive scene is driving most of the high prices for new cards currently. They typically drop in price once they get rotated out of the competitive "standard format" (typically 2 years after they're released). Most cards will never regain their high valuations once out of format. There's a tiny % of recent cards that are sought by collectors (see Hidden Fates Charizard) that will keep their valuation high.

Play Pokemon TCG online on iPad or I'm sure other devices/platforms. I was super confused and it totally teaches you how to play regardless of what cards you have available IRL.

Same. I checked under my available member deals and there was nothing about cards/collectibles that would apply to these items.

Buy all of the Pokémon cards on AliExpress. They won't know the difference between brand and generic

Originally was going to buy this last week, but I wanted to see if the price would get better. I could've never imagined it would go up by $1,290... Thanks OP, in for 3
I'm sure you know this, but I just order another and return the first one

my boy now wants card with the more damage, the better. Problem is I have to open the package to see the number on the card, so it's hit and miss. The cheap packages normally have less damage than expensive one. I still have no clue what "damage" means

These collectibles are only going to increase in price if I keep them in the box and never open them. Thanks OP!
Cards, comics and just about anything that was collectible in the 80's and earlier are so mass produced now that you will never see those type of profits ever again. Plus add the fact that so many people are now conscience of collecting this stuff that they horde so many themselves that value would more likely decrease rather than increase.
