Yes, it most certainly can Smilie One note, you may want to keep the SIM card inserted though, so as not to be "nagged" by the No SIM card inserted prompt every time you reboot the device (minor annoyance for some folks). Otherwise, no need to ever activate it with any service ever. Just connect your Apple ID and go.

I just bought rsim on Ebay and it worked for Tmobile as well. I had doubts it would work but it did. It did require me to update to the latest iOS but did not require me to enter a ICCID number like in previous models of the Rsim.
