This is always true with TurbotTax. You get a 1 free state download, but e-filing your state is an additional fee ($20?). So, I use the free e-file for Federal, then just print off my state return and mail it in.

The biggest differences:
Online version you can do all the work and then pay (or not and go elsewhere) at the end.
Download/CD version you can do multiple returns with one copy of the software, which might include multiple variants of your own return as experiments for planning next year's taxes.

...does NOT include state e-filing. What a sham. You have to read the "Overview" to see the parenthetical up-charge: "(State e-file sold separately)"

If you make less than $60k these services are free and they do not charge you. I've been filing my own taxes for like 7 years ever since I started working. I never in my life have ever paid for tax filing with fed or state.
