Usb 2 is good enough for the mouse and dac.
Although I really only require this to output a 1080p signal to my older 1080p receiver to decode the audio only.
This while the 4k 60 hz hdmi on my laptop goes directly into the tv.

Also, is there a difference between 30 and 60hz, when watching 4k bluray, and youtube?

Most cheap ones below $600. If the laptop already has a hdmi port, it is highly likely the usb-c wont work with hdmi natively.

Nope. i have the more expensive anker one with the PD port on it as well. It doesn't complain about slow charging for my laptop with a 45W charger

Don't think this is accurate. Hell I even use HDMI over plain old USB-A and have for ages. Not sure where you got this from.

Why does one need Ethernet on these hubs? To tether your phone connection for the laptop on the go (without tethering charges?)? Or let USB C laptop to plug in to the LAN?

I have it and can confirm it works with the new 16" MBP. Needed a card reader for my wife so she could transfer her pictures from her digital camera. I didn't realize it had the gigabit Ethernet port until it arrived (I didn't scroll through all the images). Pleasantly surprised.

Ethernet in general is more reliable in terms of throughput and secure than WiFi. I've used a similar hub to transfer photos from a memory card and upload them to cloud storage on my phone. I also occasionally provide IT services and a hub like this allows me to use a slimmer laptop which doesn't have Ethernet to connect to network hardware. It's definitely not something everyone needs in a hub these days with the ubiquity of WiFi, but personally I'd find it hard to part with.
