I've pushed the limits of things like that since the earliest days of "water resistant" watches and never had one fail within the stated limits, so a lawsuit never came to mind. And I've known many others with similar experiences, including many who take underwater pics regularly with no issues. Of course it's a possibility, but the assertion that it's all that risky seems like a bit of paranoia like telling someone their engine is going to blow up if they drive over 80 mph or something.

I believe it's only what you find on the apple store. I couldn't find a list from a different source.

Just to throw out another option—you can find 10W Qi chargers on ebay for $4 shipped any day of the week. Some may argue these are riskier than "name brand", but there are several options out there. IE, ebay or aliexpress is often a better place to look than amazon in some cases.
