The 10th Gen i5 upgrade is to the non-IRIS version, so the graphics will be the older Intel UHD Graphics.

"Intel® Core™ i5-1035G1 (1.0 GHz, up to 3.6 GHz, 6 MB cache, 4 cores)+Intel® UHD Graphics"

What is the Intel optane memory upgrade, it's only 16Gb, will Windows even load with such a small size?

Basically, it's acting as a cache. The theory is that the Optane memory is capable of faster transfers than standard SSDs, so it caches whatever you're working on for quick access. The intention is that it's seamless, and doesn't actually add to your capacity. From this article [pcworld.com], it's under section 2 "What is Optane Memory." It was initially used with standard hard drives, which made sense, as they were relatively slow. Applying the same technology to SSDs is... interesting, but could have benefits, I guess.

This is a better deal if you'd prefer more storage than RAM.

Optane is meaningless for SSD drives. HP is just using overstock motherboards with Optane.

Yes, it is. About 30% faster, but Ryzen laptops usually come with better graphics cards.

Most components are made in China. With current issues it may take a while to get them.

That is what manufacturers want you to think so you can wear out their drives and buy more.
Cache DRAM is always good to save disk RW and speed up your access. Even in SSD's.

Just like the Quick charge in newer Androids. Use factory charger and your phone will stop retaining charge in 1 year.
IMHO.
