These deals require a stop either in DC or Copenhagen (or both) but for this price it's a pretty killer deal. Available airlines included United and SAS. Best way to search is on Google Flights. Here are some sample dates with sub-$300 pricing:

I think what he's saying is you could book this deal plus fly to LAX to catch the first flight. Then you fly LAX-IAD-CDG-IAD. You then no show the last IAD-LAX flight. It's a lot of flying but if the deal is good enough, sometimes it's worth it.

Your point is accurate that if he misses the first segment, the rest of the trip would be cancelled. This would be a workaround

This is correct .
he will have to pickup the checked luggage and clear customs at the first U.S. airport he comes back too...IAD...then just walk out the door.

Correct. If you miss one leg, the entire itinerary is canceled with no refund.

If you are suspected of using a layover as your final destination, they may pursue you. They have entire divisions that look for hidden city bookings. They have terminated frequent-flyer accounts, set mileage balances to zero, demanded the fare difference, and even pursued legal action.

So, bottom line, do it at your own risk.
