Got this collection on Switch for the same price... it was okay for $1. The input lag was atrocious for this type of games imo. I haven't tried handheld mode to see if it's better yet.

I've only played in handheld mode and didn't notice any input lag.

Bought for 4 player co-coop. Looks a lot like a Dreamcast game, which makes sense given the time of original release

I haven't had any issues. You're sure that your TV or AV system isn't introducing any additional latency?

My TV game mode is around 11ms input lag. Must be just me.
