2x4s plywood and paint. Way less than $300
When we renovated our house, we bought these (the dark wood colored ones) for the master bedroom closet. They've held up very well over the last 7-8 years. I don't recall how much I spent but I know they weren't cheap. I'd definitely recommend them. They look way better than those wire type shelves. Hate those.

I think he means his closet is smaller so these systems won't do any good since it won't fit.
