Constant Terms of Service prompts

Is it sketchy/legal to require a user to agree to the Terms of Service every time they log into their account? Last Pass does this and I'm wondering if it's a way to condition us to accept the terms without reading anymore. It essentially allows them to change them whenever they want which we then accept the next time we log in. Because if we actually read the terms each time it would take forever.

Of course it's legal. If you don't like it then stop using their service.

It seems more likely to be some sort of cookie glitch than an ominous plan.
