I am not sure, but I tested with a non-CA zip code and still was allowed to apply, although I did not.
Perhaps not only CA?

Is this the first full blown ad as a post? It's the first I've seen. It is properly labeled as an ad, so I'm not saying subterfuge here. But I've never seen a pure paid ad as a post in the user forum before.

To add to this, the Citi Account Package has a $25 monthly service fee or $10k in account.

Anyone know if it is easy to go from Citi Account Package to Citi Basic Account Package?

Doable online or must go into a branch or if at all?

That's a nice catch. The Citi Account Package has a $25/mo fee. A $400 bonus for me is realistically like $200-$250 after taxes less say 5 months of leaving there at $125 to make sure you get it nets like $75-$125. The $700 bonus after tax is something like $300-$400 less $150/5 months nets out to be $150-$250.

Doesn't really seem worth the hassle given the abysmal interest rates they pay seeing as you can get 1.5% or so on $50k and after tax make ~$130-$160.

That Ally promo awhile back where they gave you 1% of new $ deposited was a lot better IMO as you could earn a pretty good rate of return (for a stable/insured product).

Maybe if you didn't pay much/any taxes yet had $ lying around you wanted to put in a stable product but I don't know if that's a huge demographic! It's crap like this frankly that make CCard rewards so much more lucrative. $600 bonus on a new card, tax free, sure!!!!

Noob question - Can anyone suggest me what's a good service if I want to get interests on long term deposits?
Right now, interests are terrible. I find Ally, Robin Hood and HSBC tends to have good rates (without introductory type offers). That said, the last one traces it's origin to Hong Kong so if you are concerned about your information or that they may have supported criminals i.e. money laundering:

Its only $30 if you go below 50k. If not the fee is waived at last in NY.

AMEX Personal Savings, Ally, Capital One, Discover Bank, DollarSavingsDirect are a few. I'm sure there are others as well. Don't expect much in the way of interest right now but those places are usually some of the best that are consistent, meaning they don't get you in on a great rate only to lower it way down.

Here's what I mean. Why would you sign up for Citi when you could sign up for CapOne (if you haven't before) and get up to a $500 bonus while also getting 1.3% interest compared to Citi's paultry 0.1% of lower!

The amount must be maintained for 60 days to get the bonus cash. I'd rather put my in an investment account than this
