Was about to buy until I saw this is for 18 to 36 months.

Wtf?

What 18 month old is using a balance bike?
3 of my grandchildren started using balance bikes at 18 months, or soon after. It has helped them learn how to keep their balance. They actually started using these inside the house. The older two took to a regular bike quickly, after using balance bikes for quite awhile.(the youngest hasn't gotten there, yet) After I showed my granddaughter she had to put the pedal at the top, to start, she took off on her own. I didn't have to chase after her, at all.

it has fake tires, made of some sort of packing foam. It does not roll smooth, just a frustration for your kid

To the naysayers, I highly recommend you not let your child touch a bike with training wheels, ever. Unless there is a special need or handicap that prevents them from planting two feet on the ground and scooting a balance bike around, this is absolutely the best way to go.

Both of my children used Strider bikes and were able to ride independently on regular childrens bikes by the time they were 3 years old.

No idea about this specific bike but Striders are often considered the affordable gold standard for these balance bikes and their regular models (including the ones my kids used) all had the hard foam/rubber tires. They held up surprisingly well and we resold the bikes to another family who is still using them.

I am pretty sure strider is using high quality stuff, these are literally made of package packing foam. Spongy and sticky.

what is regular price of these? This bike is not available for pickup and instead of waiting for delivery I might just pick any balance bike up at walmart, unless this is a super slick deal, i do not mind paying 40-50 for one to have right now

Just get a 12" wheel bike for $50 and don't install the pedal. It will last you longer.

It's ok if your kids are slower than others. Not all kids are the same. Don't rush them. Let them grow naturally. If your kids start to walk by their 12th month, they could start using balance bike at the 18th month. If they begin to b walk, say around 15 month, then you may want to wait out and get them they bike that suits their size when they are ready to learn how to bike.

Maybe feed your kid less if they can't roll smooth on this.
