The cells are LG 18650 3350mAh. These were top of the line cells 4 years ago. These cells are probably a few years old. No PD, QC etc.
The flashlight is a dealbreaker for me. I've got several RAVpower batteries basically the same as this and the flashlight is too easy to activate so if you throw it in a bag there's a 50% chance that the flashlight will be on when you go to retrieve the battery.

I can confirm this has 5 LG 3350mAh cells. I opened on top these and plan to use the batteries in other projects. This comes out to be $3.36 per cells. IMO, this is a bad price for the cell, but comparable to the industry standard for now. Note these are no high current cells so your application for these cells should be lower current unless you plan to parallel heavily these cells. I am talking to those guys who plan to power ebikes scooters, etc with these.

Can this charge and use at the same time?

My setup is the dashcam. One of my powerbank refuse to work while being recharge.

Just tested it. It looks like it works. There is a charging leds and my phone indicates it is charging.

I explained how in my question. That said, I was just poking fun at how big and powerful some of these things are, and taking it to its limit.
