Infinite scroll should go away, but until that happens, there has to be some way to stop playing "your footer links are in another castle"; it's even likely that this behavior runs afoul of compliance requirements. Putting these links in a hamburger would probably do fine.
If you click on any forum thread or the forum button up top, you should be able to scroll down and switch to basic html while avoiding the infinite scroll.
