No, it is not a power bank. Only after charging all the batteries, the USB port works (when connected to AC power/wall socket)

If you need power bank with AA battery charger there is much expensive option at $26 + tax

I didn't try it and check if it outputs 1 A but I bought some cheap Chinese AA powered power banks and they output only 0.5 A

Yeah, the 7 hour recharge is too long in my opinion. Might as well get the Amazon basic rapid recharger for 54 cents more

I tried to look for the charger you might be referring to, but all of them seem to be more expensive. Could you please share a link to the AmazonBasics charger? TIA

This one? The desprtion says it charges only 2 or 4 at once, doesn't charge individual/independent batteries but back of charger says it can charge 1~4 batteries

Spend a bit more and get a Nitcore charger. The 2 slot version is under $15. If you go the 4 slot version, make sure it's being sold by Amazon.
