No. 18 watt max unless it supports PPS, which you will definitely see advertised if they do. It's clearly a huge selling point to a lot of people.

I have this and it works great on my Dell XPS 13 and LG Gram 13.

As for phones, I really don't get why people need to have the absolute fastest charging rate available for phones. Super fast charging can't be good for the phone's battery if you do it all the time. If you are charging it overnight every night, the slowest charger is probably better for your phone. If you are in need of charging a phone like the Note 10+ (that has such a great battery life) multiple times during the day, then perhaps you should just get off your phone and social media.

Fast charging by itself is fine for the phones battery. It does technically reduce their lifespan, but that's only because batteries nowadays hit their cycle limit faster than they die of old age. If you can use up a charge and discharge cycle faster, then the amount of time the battery functions in total will be shorter.

The only thing you need to worry about is heat. Keeping the heat that it generates by charging so fast inside the phone will definitely reduce its lifespan. Don't charge hot batteries.
