it is, in Office. you can "save as" any file to pdf. i am sure Microsoft pays a license fee for that.

This tool does the opposite; converts PDF to other formats. Also adding compression or password protection.

Point still stands that there are free readily available alternatives (mostly already built-in to Windows) to all of these features, that aren't just a thin UI over uploading your PDFs to their servers for conversion. This should really just be a free simple website with an upload button with ads or something.
And if the free ones aren't good enough you should probably be buying one of the better paid programs.
This doesn't even do the very important feature of editing/manipulating PDFs directly that you often need paid Adobe Acrobat for.

That is easy but it is the reverse โ€” going from pdf to Wordโ€” that you need a program to do. So many people send you a pdf and tell you to make any revisions that you have. Without a conversion program (Or a sophisticated pdf program) that is impossible

This converts from PDF to word not the other way around as you suggest.
