Great deal on air filters which are getting harder to find nowadays. Many sizes in stock at the time of this posting.

This. I don't think those filter cabinets are tight enough to keep out all the air post filter. It's just a tin box with folded edges. Personally I go with a Merv 11 because it's the only one even in stock around me in my needed size. Figure that's a sort of best of both worlds situation.

I have to say something
The purpose of a filter in your HVAC system is to protect the motor. It is NOT for the air quality in your house.
They market it that way but make no mistake the only reason the filter is there is to protect the motor.
It filters the return air and is positioned at the end of the duct work.
Consider its placement. If you intended to filter the air out of the system you would place a filter on the out going side but even then it would only the immediate air at the register.
Don't be fooled by the marketing.

Seems dubious.

Also something of interest, even though they're awful expensive, they have "smart" filters.

Apparently it tells you when air flow is obstructed and can notify you via mobile app.

Seems like a good product would be some kind of cheap smart sensor for air flow.

OK, I'll bite... It doesn't matter where the filters are located as long as they catch whatever is in the air when the air moves through the filters (only talking about capturing particles). I am going to take a wild guess here but I think the reason why the filters are on the air intake side is because that way it only requires a couple of filters at most rather than having a filter at every outlet vent (which could be several to 10s)? I am no HVAC expert but I do have common sense...
