Depends on your use case and the amount of time you want to spend on it, but you can get very cheap Cisco gear on eBay. For example, a 24 port Cisco POE switch will cost you less than $50. One down side is the noise.
You can also consider POE injectors. Once again, you can find them on eBay for less than $10/unit.

Just to note you CANNOT return these if you break the box seal. Also you have to pay for return shipping if you return them.

It seems that this camera need a POE switch/POE injector which is "802.3af compliant (48 V) and support active mode" if there is No NVR.

How can I know that the switch is "802.3af compliant (48 V) and support active mode"?, any deal?

You can't have 802.3af compliant switch that is not "active". A passive POE switch is non-standard and, by definition, not 802.3af (or 802.2at for that matter).

It does not work for my laview nvr. It keeps saying detecting then changed ip address but still didn't work. Any idea? Thanks

you have to use the Reolink app to assign a static ip to the cam that match your laview nvr
