It's for the lower end! :-)
This TP is comparable to the Kirkland stuff from Costco in both feel and cost. It's not the softest TP, but it certainly is not rough. If you like the Costco brand, you'll be fine with this. The biggest difference is that these rolls are much smaller, but you get more per box so it evens out.

Many reviewers were expecting the cheap, easily tearing kind you may encounter at a rest stop or gas station rest room, but were pleasantly surprised to find it's much stronger & softer than other "commercial grade" TPs. They say this TP is a great value, but if you're used to Charmin, you might be disappointed.
