They're unrelated concepts. GaN refers to gallium nitride semiconductors. This tech has only recently made inroads into consumer products. It's still more expensive than the older silicon tech, but it allows for smaller/tougher/efficient-er circuits. That's why GaN has become synonymous with "small and powerful charger." And more expensive.

PiQ is Anker's shorthand for PowerIQ, which is their own marketing term for their proprietary charging protocols. Cutting through their marketing burble, it means their chargers communicate with devices to negotiate a charging current and voltage. It's not quite QC, or Apple's standard, or the other one I can't remember. It's Anker's own thing that is sort of kind of compatible with the major protocols.

First term is a comment on the hardware used, with connotations about size, power, efficiency, price. Second is Anker saying "this product can charge most devices pretty quickly."
