If I buy this through the BB website on the verizon plan, how quickly does it switch to this new phone? I want to get this for my mother in law, but I wont see her until next week. I dont want to shut off service on her phone until then.

It will switch to the new phone when you turn it on and go through the initial activation setup. You'll want to have the current phone (line) turned off when you turn on the new phone. You won't have to switch the SIM card either; it is automatic.

Also for anyone that has had experience with the phone, some reviews say that it stutters a bit after some usage. Has this been the common experience? Does it get to the point where its near unusable?

It comes preinstalled with a nano sim card.

I recommend to delete any unused (bloatware apps) and disable any unused background "services" or apps. After that especially, I don't think it will stutter or slow down (unless you have a lot of apps open in the background).

Stupid question, but does the Samsung come fully charged out of the box?
Should I charge it before activation?

Brand new Samsung phones right out of the box usually have some battery charge to them, but not to full capacity. You should be able to get through the initial setup process without having to charge.

The Verizon model of this particular phone doesn't list all the T-Mobile LTE bands, so some may work and some bands may not, depending on your location:
