I'm guessing this doesn't have much room for upgrades.. Specifically the PSU?

I haven't had an Intel CPU with onboard graphics in my personal system(s) for what seems like forever, can you tune how much system RAM the integrated GPU has access to?

That is a pretty weak integrated card and I think it can access up to 2GB but actually it never access that much as it runs out of power way before using 2GB of video Ram.

I would look for better options if you wanna use it as a plex server. There are many cheaper options

Keep an eye out for the weird sales on Dell PowerEdge T30 (ish) model. I got a PowerEdge T30 (or T20, I can't recall) that I've had in my basement for 2 years as my Plex server. Stock with 8GB of Ram, a Xeon processor and 3 HDD drive slots, 4 if you remove the CD Drive. I got it for 299 and I've seen it for that price a few times since!

Is there a desktop with an hdmi 2.0 so I dont have to buy a graphics card for for 4k? Thanks

I agree those are a decent option, but it doesn't come with an OS (I prefer Windows over linux) and the processor isn't quite as good. Passmark scores aren't perfect, I know, but 7.5k on the Dell vs 12.5k on this one.

Weak GPU, 280w PSU can't upgrade, good CPU, meh ram, really around this price target on sale you can get 479-499 with 12-16 gb ram. Costco has had small computers like these for work let's say with 12gb ram. For a beginner Windows is a better choice. Yes I know Linux isn't that bad but Windows works fine too.
