We the People of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.

Why do conservative politicians oppose conservation?

V10 of Foxit Reader removed the PDF printer function. It would still them to fill in though as far as I know.

They asked for software to edit and fill pdf forms. Foxit may fit that bill, depends on what they meant by "edit". Foxit does have a typewriter mode that allows you to type on top of a pdf regardless of it there's a field that's fillable.

As far as creating a pdf, cutepdf and pdfcreator are both good options. If it's an office document, just use the option to export as pdf.

if you are just filling in a form field, the field is already there, you should be able to just use adobe reader.

Some PDFs will open up cleanly in Word 2013 and higher, allows for editing very easily.
