Users who remain eligible will receive a $15 off coupon in My eBay: Messages and by email to their registered address by 12/11/2020. Limit one coupon per user.

Eligible Purchases exclude purchases made with a coupon, as well as purchases of warranties and protection plans, and items from the Coins & Paper Money, Gift Cards & Coupons, Vehicles from eBay Motors, and Real Estate categories. Only invited eBay members registered to use managed payments with an address located in the United States are eligible for the Coupon.

Coupon is subject to U.S laws, void where prohibited, not redeemable for cash, has no face value, and cannot be combined with any other Coupon, or when paying with PayPal Credit Easy Payments or Gift Cards. My coupon said it expired 12/18. I used it one day before that expiration without issue.

Also, wow. I just downloaded a statement from Paypal and they don't even show that I paid fees on the amount ebay took for taxes.. (sample)

It shows the tax combined with "eBay Auction Payment" so it isn't even distinct as a received amount though clearly they show it broken out on a "Purchase details" page.

Is there a way to add paypal back in? I feel like ebay is scamming me. It seems like they take more money out than paypal when it comes to fees.

They do. That's what half of this thread is about. And unfortunately no, there does not appear to be a way to go back to paypal.
