Is this good as a Granny Cam? I need to set up camera in mother-in-law's assisted living room.
Also, can two separate phone Apps view video at the same time? My wife may not log off, and I may need to access the video.

Has anyone successfully set up and block internet access? (Camera would write to a NAS only. Wireless router is configured to only allow traffic to NAS and block internet traffic for the camera)
this needs internet access to function.
I saw someone mentioned RSTP to NAS which got my hopes up. To clarify, I am ok with one time "activation" by connecting to internet, but don't want it connected after I have done the initial activation.

The cameras have geofence feature that you can set for each individual camera.

no, based on some reviews from users, you can read them on amazon. eufy cameras need internet access to keep working. also the app needs internet access to view videos.
there is also a browser address you can use to view live stream for each eufy camera.
it does support RTSP and NAS both from what i have read. but i do not know if you setup those and disconnect from internet, if the camera keeps working?

The IR lights can be turned off in the settings in the Eufy app.

yes you can share the camera. shared user cannot see recordings i think.
Be aware this pan/tilt camera basically can only tilt up and cannot tilt down. I went with the non-pan/tilt 2k eufy camera solely for this reason as it was a major issue for my use case.
some users mentioned to mount it on the ceiling due to that same issue. if you put this on a table, it will not be able to look down to the floor.

Yes, just remember you limited to two users at a time. More will kick the last person out. A way around it is to create more account and share the cameras.
Sure, bear in mind Apple tablets tend to work better than android tablets. At least with LG, Samsung, or Amazon tablet. They would freeze almost every day. Engineer at Eufy can't figure it out.

The talk feature is pretty bad, if you need to hold a conversation then an echo show with auto answer is much better
