Steaming device with Bluetooth for head phones

I want to easily stream Netflix and such to a TV in front of my Treadmill to my Bluetooth headphones but my Roku seems to not do that properly, their iPhone app sucks. Is there another inexpensive streaming device available?
I know the Nvidia Shield does what I want but it is too pricey.

I have a VIZIO TV but can't connect directly via YouTube. The app on my phone VIZIO SmartCast App" seems to have no private listing mode like for example a Roku.

My Android phone has a cast button right in my app. So I can connect to Vizio quickly. Try downloading the Viziocast app on the phone... Alternatively, get apple tv or Android phone

I use an standalone audi device that broadcasts the TV's audio signal.
It plugs into either the TV headphone or audio out (I forget which), and my TV has a USB port that I also plug this into which is where it gets it's power from.
