At Target, I was told that the shopping bag fee is not added unless you actually pick it up and use a bag. NOt sure about Walgreens.

It's been about 50/50 for me getting them to do it though. Some employees do not know that it's possible, while others seem to think that customers should be required to buy a bag because the store uses the bags to organize orders.
