So, in my previous experience with HP, I've gotten an RTX 2080 with a blower style cooler, and it was atrocious. Had to upgrade to an Arctic Accelero IV to fix the temps, it was hitting max temp on medium loads (I bought the card second hand on Mercari). Not sure if the graphics card will have a blower cooler or not, just sharing my experience with them.
